The Management Authority of the Protected Areas of the Cottian Alps has joined the call "2022 - PSR 2014-2020 - Operation 7.1.2. Drafting and updating of naturalistic plans - 2017 Call Second phase of implementation" with which it obtained funding of a total of € 129,588.80 aimed at drafting 3 naturalistic planning tools for the following Sites belonging to the Natura 2000 Network:
• Gran Bosco di Salbertrand Natural Park and Special Conservation Area ZSC IT1110010;
• Orsiera Rocciavré Natural Park and Special Conservation Area ZSC IT1110006;
• Special Conservation Area ZSC T1110039 Rocciamelone;
The regional law 19/2009 "Consolidated Text on the protection of natural areas and biodiversity" provides in art.42 for the drafting of a management plan for the sites of the Natura 2000 Network and in the case of territorial areas classified as both Natura 2000 sites and Natural Parks, the naturalistic plans provided for by art.27 of the same law assume the effects and effectiveness of the management plans. The aforementioned plans have an informative function regarding the environmental aspects present in the areas subject to protection and a normative function of specification in order to ensure the achievement of the conservation objectives of the habitats and species that characterize the individual areas.
Implementation of knowledge
The studies conducted for the drafting of the plans have allowed for an increase in knowledge about these 3 territories managed by the Authority. For further details, please refer to the Plan Report and the attached documents. Below are some of the most significant unpublished data that emerged from the field surveys:
For the drafting of the Naturalistic Plan with the validity of a Management Plan for the Gran Bosco di Salbertrand Natural Park and ZSC 1110010, 41 habitats were identified and mapped, of which 22 habitats are included in Annex I of Directive 92/43/EEC, 4 of which are newly identified habitats. Of particular interest are the avifaunal presences that frequent this site which, although not classified as a Special Protection Area (SPA) under the Birds Directive 09/147/EU, includes 166 species of birds of which 80 are nesting species with 27 species included in Annex I of the Birds Directive. For this reason, the Authority's Board has requested protection of the site also as a Special Protection Area.
For the drafting of the Naturalistic Plan with the validity of a Management Plan for the Orsiera Rocciavrè Natural Park and ZSC 1110006, 52 habitats were identified and mapped, of which 21 are included in Annex I of Directive 92/43/EEC, 6 of which are newly identified habitats. Monitoring conducted in some watercourses of the Orsiera Rocciavrè park revealed the presence of populations of Brown Trout Salmo fario, with individuals having morphological characters that suggest they may still have a significant degree of genetic purity.
For the drafting of the Management Plan for the Natura 2000 network site ZSC 1110039 Rocciamelone, 17 habitats were identified and mapped, of which 14 are included in Annex I of Directive 92/43/EEC, 6 of which are newly identified habitats.
In all three sites, there is a significant presence of chiropteran fauna, with some species of bats of greater conservation interest and therefore included not only in Annex IV of the Habitats Directive but also in Annex II.
Approval process
The plans were adopted by the Authority's Board with resolution No. 35 of 29/09/2024 to initiate the publication and consultation phase with the entities and stakeholders interested in the area.
Upon completion of the public consultation phase and acquisition of the opinion of the Park Community, the Authority's Board with resolution No. 37 of 08/11/2024 definitively adopted the three planning tools, sending them to the Region of Piedmont for verification of applicability to the Strategic Environmental Assessment (SEA) and for subsequent approval.
Drafting of the Plans
The plans were drafted by the company Criteria s.r.l. based in Cagliari.
