A new step forward for the protection of the Protected Areas of the Cottian Alps: you can now submit your Environmental Impact Assessment applications online!

The managing authority of the Protected Areas of the Cottian Alps introduces an innovative service for citizens, professionals, and organizations: the possibility to submit online applications for Environmental Impact Assessment (VIncA) for interventions, plans, projects, or activities involving areas of the Natura 2000 Network managed by the Authority. Thanks to the new web application "VInCa", available at
https://vinca.parchialpicozie.it/, you can easily and securely access it via SPID or CIE, submit your request, and monitor its progress at any time.

The VIncA is an administrative procedure, of a preventive nature, that concerns any intervention as well as plans, projects, or activities, that take place in Natura 2000 sites, which may have significant impacts. Such applications require assessment by the managing authority of the conservation site pursuant to Directive 92/43/EEC “Habitats” and D.P.R. 357/97. It is divided into 3 levels called: Screening (Level I), Appropriate Assessment (Level II), and Derogation from Article 6.3 of Directive 92/43/EEC "Habitats" (Level III).

In our Region, the VIncA is governed by regional law 29 June 2009, n.19 “Consolidated text on the protection of natural areas and biodiversity” and the National Guidelines for the Incidence Assessment (VIncA) - Directive 92/43/EEC "HABITAT" Article 6, paragraphs 3 and 4, implemented by the Piedmont Region with D.G.R. 55-7222/2023/XI of 12 July 2023.

The new web application allows citizens, professionals, organizations, and proposing entities to submit a new request to the Authority, regarding the Screening request (level I) or Appropriate Assessment (level II) through a step-by-step guided procedure, facilitating the preparation and transmission of documentation to the Authority. Digitization simplifies the drafting of the request and allows for monitoring the stages of authorization.

The application was designed by the Authority's staff in collaboration with Otto srl, which managed its development and implementation. The activity was fully funded by PNRR funds Measure 1.4.4 – Extension of the Use of Digital Identity Platforms – SPID and CIE – Extension of the use of national digital identity platforms.
